Challenge:
Effective waste management is a significant challenge for the municipalities in Lithuania. In Marijampole County, the increasing volume of municipal waste and the complex logistics of collection and removal services required a more efficient solution. Traditional methods were proving inadequate, leading to inefficient routes, higher operational costs, and delayed services. Addressing these issues was crucial for improving service quality and reducing environmental impact. Additionally, there was a need for a reliable system to manage payment for waste collection services.
Approach:
To tackle these challenges, the Marijampole County Waste Management Centre implemented the Waste Collection, Monitoring and Logistics Information System (ASMLIS) in 2017. The system is designed to monitor and account for garbage collection services by tracking the time, unique client (container) code, and location, ensuring high service quality. It aims to reduce garbage removal costs by optimising human and technical resources and evaluating waste collection schedules, routes, and staff efficiency. The system uses container identification numbers (barcodes or active codes) and GPS coordinates to form garbage collection routes, monitor and control the process, and record non-compliance. It provides real-time information on waste collection, identifies issues promptly, and collects data on services provided to specific customers. The system optimises routes based on schedules and addresses, records actual mileage, fuel consumption, and vehicle payback. It complies with LST EN 14803:2006 standards for waste quantity identification and meets various EU directives for machinery safety, electromagnetic compatibility, and radio interference suppression. The RFID container identification system is resistant to environmental effects, meeting all specified requirements.
Outcomes:
The development of ASMLIS has significantly improved waste management efficiency in Marijampole County. Optimised routes and schedules have led to reduced operational costs and minimised environmental impact. The quality of waste collection services has seen a marked improvement, benefitting the municipal community. Additionally, the system’s predictive capabilities have allowed for better resource allocation and planning. Leveraging data provided by national datasets, such as those found on data.gov.lt, ASMLIS has been able to access and incorporate detailed information on municipal operations, including procurement records like waste collection contracts. Data from these sources have allowed the system to establish transparent workflows, reducing billing errors and enhancing trust between service providers and the public. The integration of real-time data has further resulted in quicker response times to any service issues and has reduced illegal dumping by more effectively managing waste collections. The efficiency gains from optimised logistics and timely decision-making, supported by these open government datasets, demonstrate a tangible improvement in the overall waste management process in Marijampole County.

The addresses, along with identifiers and other logistical information, are derived from datasets such as those found on the data.gov.lt platform, particularly the procurement and municipal service records. Service actions are recorded to track and optimise the performance of various tasks. Waste codes are employed for efficient categorisation and management of waste materials and location descriptions offer detailed contextual information.
