Challenge:

Healthcare systems face various and sometimes unexpected challenges, such as providing care for clients with increasing multimorbidity, territorial imbalances, or emergency situations in care provision. Health workforce planning is a complex activity that highly contributes to ensuring that the health workforce is tailored to the local needs. In France, there are several challenges regarding health workforce planning such as addressing regional disparities, ensuring sufficient staffing levels in hospitals and healthcare facilities, and managing resources effectively. 

Approach:

Ameli, the official portal of France’s national health insurance system, has sourced detailed information about the number of employees in the healthcare system across different regions of France to compile a dataset. The data presented is taken from the National Health Data System (SNDS). More specifically, the data relating to demography, fees and prescriptions come from the individual database of health professionals "Assurance Maladie offre de soins", and the data relating to patients are taken from the individual database of beneficiaries (datamart de consommation interrégimes – DCIR). The dataset is hosted on data.ameli.fr and provides information on healthcare employment figures across different regions of France, used for workforce planning and analysis. It includes various metrics that can help analyse workforce distribution, identify areas with staffing shortages, and allocate resources where they are most needed. The dataset is segmented by region, allowing for a granular analysis of employment figures within specific areas. Some 30 different types of healthcare professionals, including doctors across more than 20 specialisations, dental surgeons, midwives and medical assistants are covered, outlining information on the numbers of personnel per professional, their distribution across the country, the evolvement of their fees, the number of patients they see, and other factors. The view by territory offers regional and departmental data for a chosen occupation. The data is presented in a visual form, can be viewed online or exported in csv, json, xlsx or parquet formats. Regional data is provided in compliance with statistical confidentiality, i.e. when the number of professionals is sufficient to guarantee the anonymity of the data and prevent any direct or indirect identification of individuals.

Outcomes:

By analysing this dataset, policymakers and healthcare administrators can make informed decisions about resource allocation, recruitment, and training programmes. They can identify regions with staffing shortages and implement strategies to address these gaps. The ultimate outcome is an optimised healthcare workforce that can better meet the needs of the population, leading to improved healthcare delivery and patient outcomes. The dataset is updated on an annual basis, ensuring its relevance from year to year.

The data is sourced from Ameli, the official portal of France's national health insurance system, L'Assurance Maladie. The dataset is hosted on data.ameli.fr and provides information on healthcare employment figures across different regions of France, used for workforce planning and analysis. The data is sourced from Ameli’s National Health Data System and more specifically, from databases on the reimbursement of care, care for a long-term illness and hospital stays.
