Challenge:

The City of Prague faced the challenge of making public procurement data more accessible and user-friendly for both officials and residents. Despite having a wealth of procurement data, the utilisation of this data was low due to its complexity and the lack of intuitive tools for analysis. The existing data was detailed but difficult to navigate, requiring specialised knowledge to extract meaningful insights. Additionally, the integration of data from various contributory organisations was inconsistent, complicating the overall analysis of procurement activities. The need for a robust analytical tool that could provide a comprehensive view of public procurement activities, including small-scale contracts, was evident.

Approach:

To address these challenges, Golemio along with the City of Prague developed an online application that displays the results of public procurement competitions according to various criteria and filters. This application processes data from the profile of the contracting authority of the City of Prague and individual profiles of contributory organisations. The data has been available since September 1, 2020, for the City of Prague and since January 1, 2021, for contributory organisations. The application allows users to filter data based on the subject of demand, number of bids, type of competition, selected suppliers, and more. All the information is made available with user-friendly dashboards that contain, e.g. the total volumes of deals by the organising entity or industry for a given time and can be shown either in a table or chart mode. A significant feature of the application is the IN-HOUSE contract filter, which evaluates contracts awarded without competition to suppliers owned by the City of Prague. The data is sourced from the Tender arena system, which records public contracts.

Outcomes:

The implementation of this application has significantly improved the transparency and accessibility of public procurement data in Prague. Users can now easily focus on specific contracts, such as those in the field of transport or those awarded in a certain time. The application provides a user-friendly interface that allows for quick and efficient data analysis, fostering greater civic engagement and informed decision-making. The robust analytical capabilities of the application have enabled a comprehensive view of the procurement activities of the City of Prague, promoting better management and oversight of public contracts.

Data sources:

The data for this application is sourced from the Tender arena system, which is used to place and record public contracts. The data includes information from the Prague City Hall and its contributory organisations. The data from the City Hall has been available since September 1, 2020, and the data from contributory organisations has been available since January 1, 2021. The data contains information about all awarded public contracts, including small-scale contracts. The application also integrates data from the profiles of the contracting authority and contributory organisations, recorded by responsible employees.
